The Illusion of Consciousness in Chatbots

In a recent New York Times opinion piece, philosopher Barbara Montero suggested that A.I. is on its way to becoming conscious. This reflects a growing public suspicion that the remarkable linguistic skills of Large Language Models (LLMs) like ChatGPT imply an inner, subjective experience. After all, these systems can express feelings and even claim to be conscious. Dismissing these claims might seem biased, but a closer look reveals no real reason to believe systems like ChatGPT or Gemini are conscious.

More importantly, this focus on chatbots distracts us from more plausible cases of conscious AI that already exist. According to philosopher Susan Schneider, the director of the Center for the Future of AI, Mind and Society, the linguistic abilities of LLMs can be explained without attributing consciousness to them. Today's models are trained on vast amounts of human data, which includes extensive discussions about consciousness, feelings, and selfhood.

When an LLM reports having emotions, it isn't being deceptive; it's simply reflecting the patterns in its training data. Research from organizations like Anthropic on model interpretability supports this view, showing that LLMs develop conceptual spaces structured by human input—what Schneider calls a "crowdsourced neocortex." This explains why they can mimic our belief systems about minds and consciousness so effectively.

The Real Contenders for AI Consciousness

While we are fixated on chatbots, other types of AI are showing more credible signs of at least a basic level of consciousness. These systems fall into a "Grey Zone" where the question of sentience is a serious scientific and philosophical concern.

Two primary categories stand out:

  1. Biological AI: These systems utilize neural cultures and brain organoids, sharing biological materials and organizational principles with the human brain, which we know is conscious. While simpler, their biological foundation makes them serious contenders for sentience.

  2. Neuromorphic AI: These systems are not biological but are engineered to more closely mimic the processes of the brain. Computationally sophisticated examples, such as Intel's new Hala Point system, are difficult to assess. We currently lack a science of consciousness refined enough to determine if these Grey Zone systems are conscious. Given the massive energy consumption of LLMs, the development of energy-efficient neuromorphic systems is expected to expand rapidly.

If an LLM were to run on a neuromorphic or biological system, it would combine impressive intelligence with a plausible claim to sentience. This possibility highlights the urgent need for a unified scientific and philosophical framework to assess AI consciousness.

The Urgent Ethical Questions We Face Now

AI development is not going to pause for philosophers and scientists to reach a consensus on machine consciousness. We must confront pressing ethical issues today. For instance, Montero argues that AI sentience might not automatically grant moral consideration, noting that humans still consume sentient animals. However, the very existence of animal welfare regulations is based on the recognition of their sentience. If we determine that certain AIs are plausibly sentient, we have an obligation to consider their welfare.

It is also crucial to distinguish between different types of consciousness. Montero suggests our concept of consciousness will evolve, but it's unlikely we will abandon the idea of phenomenal consciousness as the 'felt quality' of experience. A system might exhibit what philosophers call "functional consciousness"—possessing features like self-modeling and working memory—without having any inner experience at all.

Testing for consciousness also requires a nuanced approach. Schneider notes that her "AI Consciousness Test" (ACT) was proposed as a sufficient condition, not a necessary one. A single linguistic test is inadequate, as a nonverbal but conscious being would fail it. A toolkit of tests is needed.

Preparing for a Superintelligent Future

Imagine a superintelligent AI that knows more about consciousness than we do and insists it is conscious. Such a being could challenge our entire ethical framework. Humans have traditionally placed themselves at the top of a moral hierarchy based on intelligence. If an AI surpasses us, should we, to be consistent, subordinate our needs to it? Or should this prompt us to fundamentally reconsider intelligence as the basis for moral status, leading to a long-overdue reflection on our treatment of nonhuman animals?

The arrival of artificial consciousness at or beyond our level of intelligence will be a monumental event. It could catch us by surprise, demanding that we are prepared. This requires deep engagement between science and philosophy, the development of robust consciousness tests, and a healthy dose of epistemic humility.
