Fresno Unified Accused of Fabricating Quotes Against Union Leaders

A significant controversy is unfolding in Fresno, California, as the Fresno Teachers Association (FTA) levels serious accusations against the Fresno Unified School District (FUSD). The union asserts that the district fabricated inflammatory quotes, attributing them to FTA leaders, in an apparent effort to discredit them and new Superintendent Misty Her.

In response, FTA leadership published a detailed rebuttal on Medium this past Wednesday. This rebuttal directly addresses a dossier, reportedly compiled by FUSD’s Communications Department, which detailed supposed personal attacks on Superintendent Her. The union is now demanding a thorough investigation into the district's senior leadership over the creation and dissemination of this document.

Background on Superintendent Her's Appointment: Misty Her became the interim superintendent in the summer of last year, following former Superintendent Bob Nelson's departure. While the Fresno Unified Board of Trustees initially seemed poised to quickly appoint Her permanently, community calls for a national search delayed the process. She was ultimately appointed to the permanent role last month, after more than three decades with the district.

The Disputed Dossier: Allegations and Timelines

The controversy came to a head during a meeting on May 7, when Superintendent Her presented the FTA with a document titled: Instances of Fresno Teachers Association (FTA) Leadership Targeting Superintendent Misty Her.

According to the FTA, Superintendent Her stated that she had directed Chief Information Officer Nikki Henry to compile this document. The purpose was to showcase alleged instances of FTA leadership personally targeting Her between August 2023 and May 2025.

The document contained 39 specific claims, including seven news reports, three social media posts, and 29 FTA emails, all purporting to show union leadership targeting Her. Each of these 39 claims attributed a direct quote to FTA leadership.

Union's Rebuttal: "All 39 Quotes Are False"

The Fresno Teachers Association, in its public rebuttal, declared that all 39 alleged direct quotes are entirely false. They provided several reasons for this assertion:

  • 23 of the quotes referenced dates on which no union emails were actually sent.
  • 7 quotes attributed to local media outlets do not appear in the cited news reports.
  • 3 quotes were attributed to FTA social media posts but are not present on their platforms.

Further discrepancies noted by the FTA include some quotes referencing Her as superintendent during a time when Bob Nelson still held the position, and before Her was even appointed as interim. Additionally, some quotes mentioned district programs months before they were publicly announced or presented to the board.

Evidence of AI? ChatGPT Footprints in District Document

A particularly striking claim by the FTA is that Fresno Unified appears to have used artificial intelligence in crafting the dossier. The union pointed out that every hyperlink in the digital version of the FUSD document ends with “utm_source=chatgpt.com.”

Specific Examples of Alleged Fabrications

The FTA highlighted several glaring errors in the FUSD document:

  • First Allegation: The document attributed a quote to FTA President Manuel Bonilla regarding ABC30's May 1 story on district bylaw changes: “These changes are a blatant power grab. They silence board members, and effectively put unchecked power in the hands of the superintendent. That’s dangerous for any district, especially one as large as ours.” However, the actual ABC30 story, available here, does not contain this quote.
  • Second Allegation: FUSD cited another ABC30 article allegedly from April 26. The FTA states that ABC30 did not publish any article regarding Fresno Unified on that date, and articles from the preceding two days also lacked the alleged quote.
  • GV Wire Article: Another FUSD allegation referenced a GV Wire article from February 21. The district's document accused Bonilla of saying, “Eliminating a program that directly supported our most vulnerable students is reckless. Superintendent Her is turning her back on equity.” This quote, too, is reportedly absent from the actual article.

FTA Demands Investigation and Accountability

In light of these findings, the Fresno Teachers Association is calling for several actions:

  • An independent investigation into Fresno Unified’s senior management and any other officials involved in creating or promoting the document.
  • All individuals found responsible to be placed on administrative leave for the duration of the investigation.
  • Disciplinary review, potentially leading to termination, for any person in a position of authority who failed to verify the document’s validity, if they acted with negligence or misconduct.
  • A request for FUSD to provide the union with all source materials, internal communications, and any generative AI prompts and outputs used in the document's creation.

Broader Concerns: District Culture and Leadership Questioned

The FTA emphasized that this issue extends beyond merely a collection of false quotes. “This document reflects a pattern of the culture of fear, retaliation, misinformation, and a lack of accountability at the highest levels of district leadership,” the union stated in its post. “This document is deeply troubling – and it gets worse at every level.”

The union also argued that even if the quotes were genuine and not fabricated, they would still not constitute personal attacks against Superintendent Her. They pointed out that critical commentary on policy and decisions is part of their role.

“Superintendent Her accepted the document at face value and presented it during an official meeting without verifying its content – even though a simple click of the first link alone would have revealed issues with its credibility,” the FTA added. “This demands accountability at the highest levels of the district.”
