Scranton's Culinary Scene Gets a Double Boost

Downtown Scranton is buzzing with news of exciting culinary developments as Rob Friedman, a prominent restaurateur from Luzerne County, sets his sights on Lackawanna County. Friedman, known for his successful hospitality group, is making a significant move by launching two neighboring restaurant ventures on Penn Avenue.

This expansion includes the recent purchase of The 16th Ward restaurant and bar, along with its building, located at 306 Penn Ave. Simultaneously, Friedman is finalizing a lease for the first floor and basement of the historic GAR Building at 300-304 Penn Ave., directly adjacent to The 16th Ward. "We’re just really excited to branch off in Lackawanna County," Friedman shared, highlighting his enthusiasm for this new chapter.

Friedman's Vision for a Booming Downtown Scranton

Friedman's decision to invest in Scranton is fueled by the city's burgeoning downtown development. He praised the 300 block of Penn Avenue, calling it “a happening avenue, with other restaurants.” His optimism is palpable: “I’m just observing what’s going on in Scranton and the growth in downtown Scranton got me excited. It just seems like it’s still the tip of the iceberg there,” Friedman remarked.

This venture is also built on strong local relationships. Don Mammano, owner of the GAR Building, has known Friedman for years and played a key role in bringing him to Penn Avenue. “We kept in touch ever since and I wanted to get him into downtown Scranton. He wanted to be a part of Penn Avenue,” Mammano stated.

The 16th Ward: A New Chapter Under Friedman Hospitality

The 16th Ward, now under Friedman's ownership, will continue its operations with a familiar feel. Friedman plans to retain a mix of the existing staff, under former owner Dmitry Starikov who will stay on as an employee, complemented by seasoned professionals from his own team. This includes Chef Matt Gilbert and General Manager John Lahr from Kevin’s in Kingston. “Dmitry and his staff will continue to be part of it,” Friedman affirmed. “We were very impressed with the staff that Dmitry had hired.” The transition to Friedman's full operational control was anticipated around mid-May.

A Distinct New Dining Experience Coming to the GAR Building

While The 16th Ward maintains its established charm, the new restaurant planned for the GAR Building promises a completely different concept. “They’re going to be different. It will be a different experience” in each establishment, Friedman emphasized. The space, formerly occupied in part by Harry’s Bar (which is seeking a new location), is set to be transformed. Friedman is still formulating the specific plan and name for this new venture but shared his excitement: “The new restaurant is going to be very exciting. We have all the ideas in our heads. We have a concept in mind.” He anticipates it might take at least six months to open this new dining destination.

Community Support and Strategic Moves

The expansion has been met with positive reception locally. Scranton Tomorrow, the city’s downtown economic development organization, has shown its support by relocating its offices from the GAR Building to an adjacent space owned by Mammano to make way for Friedman’s new restaurant. Leslie Collins, President and CEO of Scranton Tomorrow, stated, “Freidman Hospitality Group has a longstanding history of eclectic dining and delivering exceptional experiences. We are looking forward to their expansion into Downtown Scranton and working with them closely for a smooth transition.”

Logistical steps are also underway, including the transfer of a liquor license. A Friedman firm is moving a license from Dunmore (formerly for Billy B’s Restaurant and Martini Bar) to Scranton for use at the 300-304 Penn Ave. location, a process pending approval by Scranton City Council.

Rob Friedman's foray into Scranton is backed by a significant portfolio of successful establishments throughout Luzerne County. His group owns well-known venues such as The River Street Jazz Cafe in Plains Twp., The Beaumont Inn in Dallas Twp., Grico’s in Exeter, Kevin’s Bar & Restaurant in Kingston, Cork Bar & Restaurant in Wilkes-Barre, Fire & Ice in Trucksville, Bank + Vine in Wilkes-Barre, Rikasa in Pittston, The Greens at Irem Clubhouse in Dallas Twp., and the Friedman Farms wedding venue in Dallas Twp. This track record underscores the experience and vision Friedman brings to his new Scranton ventures, promising a vibrant addition to the city's evolving downtown landscape.
