A New Copilot for City Workers

Mayor Daniel Lurie announced that Microsoft 365 Copilot is now available to the majority of the city's 30,000 employees. This powerful software, which leverages OpenAI’s advanced GPT-4o model, is designed to assist with a range of administrative and analytical tasks. According to a report by the Chronicle, city workers can use the tool for writing reports, performing data analysis, and creating document summaries. Guidelines for Responsible AI Use

To ensure the technology is used safely and effectively, the city has established a clear set of generative AI guidelines. These rules are designed to mitigate risks and promote accountability. Key directives include:

  • Data Security: Employees are warned, "Avoid public or consumer AI tools unless formally vetted — never enter sensitive or City data into them."
  • Human Oversight: A crucial guideline emphasizes, "Always check the output. AI isn’t always right. Review, edit, fact-check, and test everything it generates."

Furthermore, the guidelines prohibit using AI to finalize official City documents or make decisions without expert human review. Tasks such as "Drafting or translating public-facing content" and "Summarizing policy-related data" are classified as medium- to high-risk, requiring careful oversight to prevent embarrassing errors.

Balancing Innovation with Caution

Mayor Lurie expressed enthusiasm for the initiative, stating, "San Francisco is the global home of AI, and now, we’re putting that innovation to work with Microsoft Copilot Chat — allowing City Hall to better deliver for our residents." He added, "As our city and the world embrace AI technology, San Francisco is setting the standard for how local government can responsibly do the same."

As city employees begin to integrate this new tool into their daily workflows, some initial challenges are expected. The city's leadership is hopeful that the robust guidelines will prevent any significant mishaps, ensuring that the adoption of AI leads to genuine improvements in public service rather than issues at Board of Supervisors meetings.
